British Columbia and permanent daylight time
In 2019 the BC legislature passed a law allowing the province to stay on daylight time all year, after a public consultation drew more than 200,000 responses. The government has said it will act only together with Washington, Oregon and California, so that Vancouver and Seattle never fall out of step. Until those states can do the same, Vancouver keeps changing clocks on the US dates.
Not all of British Columbia uses Pacific Time. The Peace River region in the northeast, including Dawson Creek and Fort St. John, stays on Mountain Standard Time year-round, and the East Kootenays around Cranbrook use Mountain Time with daylight saving.
Long June evenings at 49° north
Vancouver is close to the 49th parallel, and its daylight varies widely. At the June solstice the sun rises near 5:07 AM and sets around 9:22 PM, about 16 hours 15 minutes of daylight. In late December the sun rises close to 8:05 AM and sets near 4:16 PM, leaving roughly 8 hours 10 minutes. Winter rain makes the short days feel shorter, which is part of why the consultation favored lighter evenings.
Pacific Rim scheduling
Vancouver has strong links across the Pacific. Hong Kong and Shanghai are 15 hours ahead during PDT and 16 hours ahead in winter, so a 5:00 PM call in Vancouver lands at 8:00 or 9:00 AM the next day in Asia. Toronto and Montreal are three hours ahead, and London is eight hours ahead for most of the year. The Toronto Stock Exchange opens at 6:30 AM Vancouver time. For a full Pacific–Eastern table see PST to EST, and the world clock puts Vancouver beside other cities.
