Western Australians have voted on daylight saving four times, in 1975, 1984, 1992 and 2009, and said no each time. The last vote followed a three-year trial from December 2006 to March 2009; when it ended, the state went back to UTC+8 permanently. The heat of a long summer evening, the early dawn for farmers in the wheatbelt and the effect on outdoor workers were the arguments that carried the referendum.

The practical result is that Perth shares its clock with Singapore, Kuala Lumpur, Hong Kong, Manila and Beijing all year, which suits the mining and resources companies that sell to Asia. Its gap with the east coast is what moves: Perth is two hours behind Sydney and Melbourne from April to early October, and three hours behind while they run on daylight time from the first Sunday of October to the first Sunday of April. Brisbane stays exactly two hours ahead year-round.

At almost 32° south, Perth swings from about 10 hours of daylight in June to just over 14 hours in December. Around the winter solstice the sun rises near 7:15 AM and sets around 5:20 PM; in late December it rises about 5:10 AM and sets close to 7:25 PM. Without a summer clock change, the bright early mornings are a defining part of Perth summers, and beaches fill before work.

The Australian Securities Exchange trades 10:00 to 16:00 Sydney time, which is 8:00 AM to 2:00 PM in Perth in winter and 7:00 AM to 1:00 PM in summer, so Perth traders start early. London is eight hours behind in the British winter and seven during British Summer Time, and New York is 13 hours behind in the northern winter and 12 hours behind from March to early November.
