Combine multiple JPGs into one PDF

JPG is the format of photos, so most PDFs built from images start as JPGs: a phone photo of a signed page, a camera shot of a whiteboard, a scanned receipt saved by an all-in-one printer. Sending them as loose attachments leaves the recipient to guess the order and to print each one separately. Combining them gives a single file whose pages follow your sequence.

The page size decides how the result prints. Letter is 8.5 × 11 in, which PDF describes as 612 × 792 points, since a PDF point is 1/72 of an inch; A4 is 595 × 842 points. With Image on page set to Fit, each JPG is scaled to the largest size that fits inside the margins without cropping. Fill page covers the sheet and trims edges, which suits full-bleed photos but can cut off text at the edge of a document photo.

Need a whole album rather than a document? Photo to PDF lays out several pictures per page sorted by date taken. And if the source pictures came off an iPhone as HEIC, HEIC to PDF handles those directly.

JPEG image

JPEG (or JPG) is the most widely used photo format, standardised by the Joint Photographic Experts Group in 1992. It uses lossy compression that discards fine detail the eye is unlikely to notice, which keeps photos small enough for the web, email and phone storage. It handles smooth gradients and natural scenes well, but sharp text, line art and flat colours pick up visible blocky or fuzzy artefacts. JPEG has no transparency and no animation, and every re-save loses a little more quality. Every browser, phone, camera and image editor can open it.

Portable Document Format

PDF was created by Adobe in 1993 and became the open ISO 32000 standard in 2008. It fixes text, fonts, images and layout so a document looks the same on every screen and printer. PDFs can contain forms, signatures, links, attachments and searchable text, and the PDF/A variant is used for long-term archiving. The fixed layout makes PDFs hard to edit, and scanned PDFs contain only images unless OCR is applied. Every browser and operating system can open them.

People convert JPG to PDF because a form, an employer or an office asks for a document rather than pictures, and one PDF keeps several pages together; PDF to JPG is the opposite job, turning a page into a shareable image.

JPG to PDF questions

How do I combine multiple JPG files into one PDF?

Upload all of them in one go and leave Output on One PDF. Each JPG becomes a page, in the order of the thumbnails. Reorder by dragging, or set Page order to File name when your files are numbered.

How can I add a JPG to an existing PDF?

Convert the JPG to a PDF page here, then combine the two documents with merge PDF, where you can place the new page anywhere in the existing file.

How do I keep the JPG to PDF conversion high quality?

Leave PDF file size on Best quality and raise Image quality to 95 if the images contain fine print. Choose Same as image as the page size if the PDF is only for screens, so the photo is never scaled down to fit a sheet.

My PDF must be under 100 KB. What should I change?

Switch PDF file size to Target size and enter 100 KB; the images are recompressed and downscaled until the file fits. The JPG to PDF 100 KB page starts with that limit already set.

Why is a page sideways in my PDF?

Phone cameras record the rotation in EXIF rather than turning the pixels. Auto orient reads that tag and turns the image before it is placed, so pages come out upright; if a photo was actually taken sideways, rotate it before uploading.

Can I convert JPG to PDF on a phone?

Yes. Open the page in your phone's browser, tap the upload area, choose the photos from your gallery and convert. The PDF is saved to Downloads on Android or to Files on iPhone.
