Image to PDF Under 100 KB
Not every document photo is a JPG. This page takes an iPhone HEIC, a PNG screenshot or a TIFF scan and puts it into one PDF capped at 100 KB.

White space around each image: small is 5 mm, medium 10 mm, large 20 mm. Ignored when page size is the same as the image.
Fit shows the whole image with white space if the shapes differ; fill covers the page and crops the edges; actual size places it at its print size from DPI.
Put 2 or 4 images on each page in a grid, for ID cards front and back or contact sheets.
Custom page width in millimetres (A4 is 210 mm).
Custom page height in millimetres (A4 is 297 mm).
One PDF with a page per image, or a separate PDF for every image downloaded as a ZIP.
The order you added the files (drag to rearrange), alphabetical by file name, or by the date the photo was taken.
JPEG quality of photos inside the PDF. 85 keeps them sharp; with a target size this is the starting point.
How to use this tool
- 1
Drop in images of any type
Mix PNG, HEIC, WebP, AVIF, TIFF, BMP or JPG in one upload, up to 50 files. They appear as thumbnails; drag them into the order the form expects.
- 2
Keep two images per page
The page is A4 portrait with Images per page set to 2, which keeps an ID card's front and back together. Set it to 1 when each image is a full-page document.
- 3
Convert under the 100 KB cap
PDF file size is already Target size with 100 KB. Press Convert to PDF and download one combined file.
Image to PDF 100 KB when your files are not JPGs
The evening before a deadline, the income certificate is a HEIC photo on your iPhone, the fee receipt a PNG screenshot, the ID card a TIFF from the library scanner. The form wants one PDF of at most 100 KB. Converting each to JPG, then merging and compressing, means three tools and three rounds of quality loss.
Here it happens once. A PDF can carry a JPEG directly but has no way to store HEIC, WebP or AVIF, so those images must be re-encoded anyway. With Target size on, that single re-encode decides the size: the converter picks the JPEG quality and pixel count that bring all pages together to 100 KB.
How each image type shrinks to fit 100 KB
| Source | Where it usually comes from | What changes on the way in |
|---|---|---|
| HEIC | iPhone camera, since iOS 11 | Decoded, turned upright, saved as JPEG at a lower resolution |
| PNG | Screenshots, exported forms, signatures | Lossless data becomes JPEG; transparency turns white |
| WebP / AVIF | Images saved from websites | Re-encoded as JPEG, since PDF has no filter for them |
| TIFF | Office and library scanners | Often 300 DPI or more, so most of the saving comes from downscaling |
| JPG | Android cameras, messaging apps | Recompressed at a lower quality and pixel count |
Name the files
Rename them 1-front, 2-back, 3-receipt and set Page order to File name, so pages follow the reviewer's reading order.
Pair what belongs together
Two images per page keep both sides of a card on one sheet; switch to 1 for full-height documents.
Count the pages
One or two pages fit 100 KB comfortably. Past four, look for a separate field per document.
Splitting 100 KB across several images
The cap covers the whole PDF, not each image. One page can use the full 100 KB, enough for small print at about 150 DPI; four pages leave around 25 KB each, closer to thumbnail quality. If the form has a separate upload button per document, set Output to One PDF per image so each file gets the full allowance; they download together as a ZIP.
If what you hold is already a PDF, for example a statement downloaded from a bank, it does not need converting at all. The PDF 100 KB converter page explains which route fits each starting file. For a heavy iPhone photo going into an everyday PDF with no size rule, plain HEIC to PDF keeps more detail.

Portable Document Format
PDF was created by Adobe in 1993 and became the open ISO 32000 standard in 2008. It fixes text, fonts, images and layout so a document looks the same on every screen and printer. PDFs can contain forms, signatures, links, attachments and searchable text, and the PDF/A variant is used for long-term archiving. The fixed layout makes PDFs hard to edit, and scanned PDFs contain only images unless OCR is applied. Every browser and operating system can open them.

When a form wants a document under 100 KB, the images people have are rarely tidy JPGs: iPhone HEIC, PNG screenshots and WebP downloads all have to become JPEG-compressed pages inside one small PDF.
Image to PDF under 100 KB: common questions
Do PNG screenshots stay sharp in a PDF capped at 100 KB?
Text from a phone screenshot is high contrast and usually survives, but a full-length screenshot is very tall and gets scaled down to fit the page. Crop it to the part the form needs, such as a payment confirmation, so the remaining pixels go to readable text.
Can I convert an iPhone HEIC photo straight to a 100 KB PDF?
Yes. HEIC is decoded during the conversion and re-encoded as JPEG inside the PDF, so you do not need to change the camera format or convert to JPG first. Auto orient reads the rotation the iPhone stored, keeping the page upright.
Why does a transparent PNG get a white background?
A PDF page is white paper, and the size cap re-encodes images as JPEG, which has no transparency. Cut-out areas of a logo or signature PNG therefore show as white, which is also how they would print.
How many images can share one 100 KB PDF?
The budget is fixed, so every extra image lowers the quality of all of them. Two ID-card sides or two short receipts work well; five full-page documents at 100 KB start to blur. For longer sets, a 200 KB cap fits the content better if the form allows it.
My images are already small. Will the PDF still be under 100 KB?
Yes, and they are not enlarged. Images that already fit stay close to their current size and quality; Target size only works downward.
Is this different from the JPG to PDF 100 KB page?
Both share the cap. JPG to PDF 100 KB is set up for one camera JPG on a full A4 page; this page starts with two images per page for mixed files such as card sides, screenshots and HEIC photos.
