A converter is not the same as inserting a picture in Word
Search for a way to turn a picture into Word and many answers describe Insert › Pictures. That puts the image on the page and nothing more; to Word it is a rectangle of pixels. What people usually mean by a converter is the opposite: the words in the picture become words in the document, and the arrangement of the page comes along with them.
That second part is where converters differ. Getting the characters right is only half the job; the other half is deciding that a larger bold line is a heading, that two blocks side by side are columns, and that a grid of numbers is a table. Preserve layout does this, and Keep pictures copies the photos and logos of the page into the document at their place. If you want the words alone, the plain text output is one click away under Output.
The file you get is DOCX, the Office Open XML format standardized as ECMA-376 in 2006 and as ISO/IEC 29500 in 2008. Inside it is a ZIP archive of XML files plus a media folder for the pictures, which is why Google Docs, Pages and LibreOffice open it as reliably as Word does. For phone pictures of paper, photo to Word covers how to shoot a page that converts well.
How the picture becomes a Word document
Read
The picture is straightened and turned upright, then every line of text is recognized together with its position.
Rebuild
Positions are grouped into headings, paragraphs, columns and tables; photos on the page are cut out.
Write DOCX
Text, structure and pictures are written into a Word file named after your picture.

Picture to Word converter questions
What is the difference between this converter and pasting a picture into Word?
Pasting gives you a document that contains an image; you still cannot change a word, search it or spell-check it. The converter reads the text out of the picture and writes it as real Word paragraphs, so every word is editable. With Keep pictures on, only the photos and logos on the page stay images.
Will the fonts in my picture be the same in Word?
Not exactly. A picture does not record which font was used, so the converter picks a standard font of similar style and size. Bold, italic and relative sizes are kept where they are recognized; if the look matters, apply your own styles after converting.
Can a two-column newsletter stay in two columns?
Usually, yes. Preserve layout detects columns from the white space between them and keeps them side by side in the document. If the columns run together, the gap between them in the picture was too narrow; Plain text flow then gives you the text in reading order to lay out again.
Which apps can open the converted document?
Any current word processor: Microsoft Word on Windows, Mac and phones, Google Docs, Apple Pages and LibreOffice Writer. DOCX is an open standard, so nothing extra is needed.
Does the picture to Word converter cost anything?
No. It is free, works without an account, and each batch takes up to 20 pictures. Pictures and documents are removed from the server 30 minutes after processing.
What if my picture is really a PDF page?
Upload the PDF itself. Scanned PDFs are read page by page into one document, and if the PDF already has selectable text, PDF to Word converts it without any recognition errors.
