Convert Image to JPG Under 20 KB

Two rules often arrive together on an application form: the file must be a JPG, and it must be 20 KB or smaller. This page handles both at once, so a PNG scan, an iPhone HEIC or a WebP download comes out as a real JPG inside the limit.

How to use this tool

  1. 1

Drop in the PNG, HEIC or WebP

GIF, BMP, TIFF and AVIF work too. Up to 20 files per batch, 95 MB each.

  2. 2

    Keep JPG and 20 KB

Output format is already JPG and Target size is 20 KB. If the form lists pixel dimensions, add them under Resize first in Advanced settings.

  3. 3

    Press Compress to JPG

Each file is decoded, converted and compressed in one pass. Check that the result ends in .jpg and is 20 KB or less.

Why forms want a JPG and a 20 KB limit

Upload checks usually run in two stages. The form first looks at the file type, and many recruitment, admission and bank portals accept only .jpg or .jpeg. Then it checks the size. A PNG signature can pass the size test and still be refused on type, while an iPhone photo in HEIC fails both.

JPG is the common denominator because its standard, ITU-T T.81 / ISO/IEC 10918-1, was approved in 1992 and every image library reads it. HEIC became the iPhone camera default with iOS 11 in 2017, and WebP, which Google announced in 2010, is what many websites serve when you save a picture from them. Older government upload scripts accept neither reliably. If you only need the format changed, with no size limit, the PNG to JPG converter keeps full quality.

What each input gains or loses on the way to a 20 KB JPG
InputWhat changes in the JPGAt 20 KB, watch for
PNG scan or screenshotLossless pixels become lossy; transparency is flattenedThin text and ink edges softening; try **Chroma subsampling** 4:4:4
HEIC from an iPhoneRe-encoded from HEVC-based compression to JPEG; color profile keptA full 12 MP frame must shrink a lot, so crop first
WebP from a websiteUsually lossy already, so a second round of artifacts is addedStart from the largest copy you have, not a thumbnail
TIFF or BMPUncompressed or lightly compressed data is fully re-encodedFiles of tens of MB still reach 20 KB, but only at small pixel sizes

What happens between upload and the 20 KB JPG

  1. Read the original

PNG, HEIC, WebP or TIFF is decoded at full resolution and turned upright from its EXIF orientation.

  2. Change to JPG

Transparency is flattened, location and camera data are stripped, the color profile stays.

  3. Search for 20 KB

Quality steps down until the file fits; pixel size shrinks only if quality would pass the floor.

Because conversion and compression share a single encode, the picture is compressed once. Converting in one app and compressing in another encodes twice, and each lossy pass adds blur and blocking, which shows most at a target as small as 20 KB.

When a form wants the JPG at a fixed pixel size as well, for example 140 × 60 px for a bank exam signature, set Resize first to that width and let the size search handle the bytes. For signatures in particular, compress signature to 20 KB is preset for thin dark ink on white paper and keeps edges crisp.

Converting to a 20 KB JPG: questions

What happens to a transparent PNG when it becomes a JPG?

JPG has no alpha channel, so transparent areas are filled with a solid background. For a signature or logo saved as a transparent PNG, look at the preview: dark ink on white is what forms expect, and that is what you should see before you download.

Why is my renamed .jpg file still rejected by the portal?

Changing the extension leaves the content as it was. Many upload scripts read the first bytes of the file, which still say PNG or HEIC, and refuse it; others accept it and the image fails to open later for the reviewer. Converting re-encodes the picture so it really is JPEG.

Is converting to JPG enough on its own to reach 20 KB?

Rarely. A PNG screenshot converted at high JPG quality might drop from about 1 MB to a few hundred KB, still far above 20 KB. The size search finishes the job by lowering quality and, if needed, pixel dimensions.

Will the JPG keep the colors of my iPhone photo?

Yes. Keep color profile is on by default, so the Display P3 profile travels with the file. Turning it off saves a little space, which can matter at 20 KB, but saturated colors may look slightly duller.

Would WebP give a smaller file than a 20 KB JPG?

Often, at the same visual quality. But forms that set a 20 KB limit nearly always list JPG or JPEG as the only allowed type. Pick WebP under Output format only where the upload page names it.

Can I convert a folder of WebP images into 20 KB JPGs at once?

Yes. Add up to 20 files; each is converted and brought to its own 20 KB target, and you can download them together as a ZIP.
